It is with great sadness that the Board of Directors of the Association of Governmental Leasing & Finance (the “AGLF”) announces that Robert “Bob” Neptune passed away on August 13, 2022.

Bob was a municipal leasing pioneer and one of the earliest members of the AGLF.  As the leader of several prominent municipal leasing groups, including those at Chrysler, Heller, Transamerica, ORIX, and De Lage Landen, Bob was instrumental in the growth of municipal leasing on a nationwide basis, both in terms of funded volume and creative solutions such as portfolio securitizations.  He was also one of the early proponents of purchasing direct private placements, which ushered in a new era of growth for the AGLF beyond municipal leasing. 

Bob was a regular attendee at AGLF conferences, often participating in panel discussions.  He believed strongly in sharing knowledge among AGLF members as the most effective means of, in his words, “growing the pie” (i.e. increasing the market share of our sector) such that each Member’s slice of the pie would grow over time.  And, for many years, Bob was the driving force behind the AGLF’s annual Survey of Industry Activity (aka the non-appropriation survey), which many AGLF members have utilized internally in support of their continued business efforts. 

In 2014, the AGLF awarded Bob with the Jay D. Terry Lifetime Achievement Award, in recognition of Bob’s significant contributions to the AGLF over a sustained period of time.
